Academic Senate

The Los Angeles City College (LACC) Academic Senate represents all full-time and part-time faculty members of LACC. Its primary function is to make recommendations to the college administration on academic and professional matters. The Academic Senate's roles and responsibilities are defined in the California Education Code and Title V California Code of Regulations.

About the Academic Senate

10+1

Title 5 § 53203 provides that governing boards of California community colleges appropriately delegate authority and responsibility to the Academic Senate on academic and professional matters (also known as the "10+1"). Those areas are further defined in Title 5 § 53200.

Title 5 § 53200 (b): Academic Senate means an organization whose primary function is to make recommendations with respect to academic and professional matters. In Sections 53200 (c), "Academic and professional matters" mean the following policy development and implementation matters

  1. Curriculum including establishing prerequisites and placing courses within disciplines1
  2. Degree and certificate requirements1
  3. Grading policies1
  4. Educational program development1
  5. Standards or policies regarding student preparation and successs1
  6. District and college governance structures, as related to faculty roles2
  7. Faculty roles and involvement in accreditation processes, including self-study and annual reports2
  8. Policies for faculty professional development activities2
  9. Processes for program review2
  10. Processes for institutional planning and budget development2
  11. Other academic and professional matters as are mutually agreed upon between the governing board and the academic senate.2

According to the LACC Collegial Consultation Agreement:
1The College President relies primarily on the advice and judgment of the Academic Senate on these matters.
2The College President shall reach mutual agreement on these matters.

Collegial Consultation

Often times the phrase "shared governance" is used, but it is not mentioned in the California Education Code nor in Title 5. Instead, the words participate effectively and consult collegially are referenced in California Education Code and further defined in Title 5 § 53203.

Participate effectively” refers to the inclusion of various college constituencies (such as faculty, staff, students, bargaining units, and administration) in the decision-making process. It requires that the governing board (Board of Trustees and its designees) ensure that the diverse perspectives of the different constituencies are considered when making decisions.

Title 5 further distinguishes between the right to participate effectively (afforded to all constituents) and the right to be consulted collegially (afforded to academic senates). Distinguishing between “participating effectively” and “consult collegially” is important as the level of involvement afforded to academic senates is different as it relates to academic and professional matters.

Methods for Collegial Consultation

Title 5 establishes two methods of collegial consultation: “rely primarily upon” and “mutual agreement”. These terms establish how decisions on academic and professional matters are made in collaboration between the college administration and the academic senate. Open to the Public

Meetings of the Academic Senate and all its standing committees are open to the public.

Academic Senate General Sessions

The Academic Senate meets during the fall and spring semesters:

  • First and third Thursdays of the month at 12:45pm - 2:15pm
  • Location: Holmes Hall 6 (starting October 2024)

Senate Executive Committee

The Academic Senate Senate Executive Committee meets during the fall and spring semesters, and occasionally in the summer in a special session, if needed:

  • Third Tuesdays of the month at 12:45pm - 2:15pm
  • Location: Science and Technology Room 208 (SCI-208)
